hoeven or moeten?
English negates 'must' in two directions with two different meanings: 'you mustn't go' forbids, 'you needn't go' releases. Dutch keeps them apart with two separate verbs — moeten niet and hoeven niet — and hoeven exists only in the negative.

hoeven niet says the obligation does not exist — nobody is requiring it. moeten niet says the opposite thing entirely: it is required that you not do it. English speakers who translate 'don't have to' with moeten niet accidentally forbid rather than excuse, which makes this one of the most consequential distinctions at this level.
hoeven requires te before the infinitive
Je hoeft het niet te doen. Ik hoef niet te werken.
You don't have to do it. I don't have to work.
Unlike the true modals, which take a bare infinitive, hoeven takes te: hoeft niet te doen. This is the most common error with the verb, because moeten — its closest relative in meaning — takes no te at all. The perfect follows the double-infinitive pattern with te attached: Ik heb niet hoeven te werken.
hoeven only appears with a negative or a limiting word
Je hoeft alleen maar te bellen. Ik hoef nauwelijks iets te doen.
You only have to call. I hardly have to do anything.
hoeven cannot be used in a plain positive statement — there is no 'ik hoef te werken'. It needs niet, geen, nauwelijks, alleen (maar) or a similar limiting element. This makes it what linguists call a negative-polarity verb, and it means that any sentence containing hoeven is doing something restrictive: denying, limiting or minimizing an obligation.
