Unpack this sentence using tools from across the course: einzureichen ('is to be submitted') is a passive-alternative ist-zu construction, answered in Telugu by the obligation suffix -వలెను on సమర్పించవలెను ('must be submitted'); unter Beachtung ('in observance of') is a fixed function-verb-style phrase, matched by the converbal పాటిస్తూ ('while observing/following') piling up in front of the main verb; and both languages save their single finite verb for the very end of the sentence, burying every qualifying clause ahead of it. There's no new grammar left to learn here — Behördendeutsch is simply the place where every formal-register skill from B2 and C1 gets applied simultaneously, in the densest sentences you'll encounter in German.
