Everything you learned about dass and అని in the reported-speech lesson is the actual grammar of news writing — journalists are constantly relaying what sources said rather than asserting facts directly. Here అని pairs with the -బడు passive auxiliary (చెప్పబడింది, 'is said/reported') to distance the writer from the claim, much like laut does for German.
